A little folow-up... I solved the aforementioned problem of The Sims 2 not starting in the resolution I wanted.
The problem is that my video card and/or monitor are only capable of displaying such a high resolution (1280x960) at the lowest possible refresh rate of 60 Hz. I normally run a refresh rate of 85 Hz on my desktop, because at 60 I get terrible flicker that makes me go cross-eyed and gives me a headache. So when the game would start and try to change to a 1280x960 resolution, it would see that the refresh rate was too high and default back to a "safe" resolution of 800x600. Granted, Maxis/EA should patch the game to allow it to change the refresh rate at startup as it does the resolution, since it is already capable of doing so in the in-game options. But, for the time being, I have a simple workaround.
Thanks to a helpful member of the WinExtra newsgroups, I found a nice little freeware goodie called MultiRes. MultiRes can sit in the system tray giving you a quick way to switch video modes, including resolution, color depth, and refresh rates, but it also accepts command line options, allowing you to make one-click shortcuts for the modes you use most often. I simply set up a shortcut to change my refresh rate to 60 Hz which I click before I start The Sims 2. And just like magic, The Sims 2 now starts up in the resolution I've chosen.
